Mr. Zhisong Deng, holding a Ph.D. in Law from the University of International Business and Economics, serves as a Senior Partner at Dacheng Law Offices and a member of the Merger Control Expert Group under the ICC China Competition Commission. Specializing in antitrust, data protection, and dispute resolution, Deng has authored several monographs on competition law and published dozens of professional articles in both Chinese and English. Since 2004, he has been actively involved in antitrust legislative initiatives and has represented a diverse clientele. His practice expanded to personal information protection and cybersecurity legal services in 2012. To date, Deng has successfully managed hundreds of antitrust merger filings and significant administrative investigations, handled complex patent-related antitrust civil cases, and advised Chinese and international corporations on cross-border data transfer and personal information protection matters.

Renowned for his deep expertise in RMB internationalization, cross-border financial transactions, and data compliance matters, he is particularly adept at navigating complex cross-border commercial deals with his profound legal acumen. Zhou has been consecutively ranked as a lawyer of the year and recommended lawyer by prestigious legal rating agencies, including The Legal 500, IFLR1000, and Asian Legal Business (ALB). ALB praised him as "modest, diligent and full of business wisdom."

Ms. Meili Gao, a Senior Partner at Dacheng Law Offices, currently serves as a Member of the Dacheng Advisory Committee, Dacheng Board Member, Head of the Dacheng Bankruptcy, Restructuring and Insolvency Practice Group, and Leader of the Bankruptcy, Restructuring and Insolvency Practice Team at Dacheng Beijing. She is also a member of the International Bankruptcy Law Association[u1][AG2] and a supervisor of the Beijing Bankruptcy Law Society. Previously, Gao served as a member of the 11th Committee of the Beijing Youth Federation and a member of the 6th Standing Committee of the Dongcheng District Youth Federation Committee in Beijing. She holds an independent director qualification. In 2021, she authored Judgement Rules for Bankruptcy Litigation and Legal Practices of Administrators, followed by Guidelines for the Application of Laws in the Reorganization of Listed Companies in 2024. Additionally, she contributed to the Annual Report on Merger and Reorganization of Public Companies 2024 — Reorganization Chapter published by the China Association for Public Companies.
