The Inauguration Ceremony of "Western China Lawyers Training Program" (Phase V) was held in Dacheng

On the morning of October 16, 2023, the inauguration ceremony of the "Western China Lawyers Training Program" (Phase V) sponsored and established by the Beijing Legal Aid Foundation was held in Dacheng Law Offices. Zhang Xuebing, President of the Beijing Legal Aid Foundation; Zhou Kai, Deputy Director of the Lawyers' Office of Beijing Justice Bureau; Chen Qiang, Deputy Secretary General of Beijing Lawyers Association; members of the management of Dacheng Law Offices, representatives of the partners of 12 well-known law firms, and 59 lawyers from 12 provinces in western China and Xinjiang Production and Construction Corps attended the inauguration ceremony. The ceremony was presided over by Gao Lingchun, Secretary General of the Beijing Legal Aid Foundation.

As the host of the inauguration ceremony, Yuan Huazhi, Director of Beijing Dacheng Law Offices extended warm welcome to all the leaders and guests. Mr. Yuan said that the balanced development of lawyers and legal aid in eastern and western China is an inevitable requirement for comprehensive rule of law. The Western China Lawyers Training Program provides an effective channel to promote the construction of the rule of law in western China. In the past four phases of projects, Dacheng has actively participated in undertaking. With the consciousness of a large law firm in the industry, Dacheng has strived to be a model and actively practiced its social responsibility to contribute to the construction of the rule of law. For the new phase of the research program, Dacheng will, as always, give full play to its advantages in professional construction, cultural construction, etc., and will pour out professional knowledge and business skills to enable students to truly integrate into the big family of Dacheng and feel the warmth and care from Dacheng and the capital by enriching their study and life.

Partners of the Beijing Haotian Law Firm said that the Western China Lawyers Training Program is a public interest project which Haotian Law Firm has focused on participating in since 2018. Haotian will assign partners with profound qualifications and rich experience as guiding lawyers, to let lawyers join together the working team, and intuitively feel the working mode of the Beijing law firm.

One of the partners from Han Kun Law Firm said that this Training Program provides a window for lawyers in western China to observe the development of lawyers in Beijing, and also gives the lawyers in Beijing an opportunity to understand western China, and to consider the effects of laws on the lives of the people, social development and national governance.

The leader of the seminar said that in this seminar, all participants will try their best to bring the advanced concepts and precious experience back to western China, and make their contribution to the legal service in Western China.

Deputy Director Zhou Kai pointed out at the meeting: "Western Lawyers Training Program" is the brand project of the Beijing Legal Aid Foundation, has been strongly supported by the capital law firm. This year, the General Office of the MOJ issued the Plan for Establishing and Improving the Mechanism for Providing Partner Assistance in Eastern, Central and Western Areas of the Legal Profession, according to which Beijing provides partner assistance to Sichuan, Tibet, Xinjiang and Xinjiang Production and Construction Corps. There are 17 lawyers from these areas. Therefore, this seminar was also one of the measures to implement the mutual assistance mechanism in the East, West, and Central Regions of the legal profession and to improve the level of cooperation and mutual assistance in the legal profession.

On behalf of the Municipal Legal Aid Foundation, Chairman Zhang Xuebing expressed his gratitude to the 12 law firms for their long-term support to the Western Lawyers Training Program. He also said: Beijing Legal Aid Foundation, with the support and help of 12 well-known law firms in Beijing, planned the "Western Region Lawyers Study Program". Since the program's implementation four years ago, it has promoted the development of legal service in the western region, and established a big platform for mutual exchange between lawyers from the capital and western regions. Now it is the fifth year of the program. In order to let everyone learn something, we have developed a cutting-edge and practical training plan, I believe it will be of great help to the trainees to master cutting-edge concepts, adapt to the change of the social environment, broaden their horizons and enhance their practice ability. Lawyer Zhang hoped that the trainees could learn and use what they have learned, and could make greater contributions to the development of the western lawyer's career in the future.
